You can take a look at City Car Driving on Steam, it has wheel and pedal support. Ultimately, I think the best way is just to let her practice in a real car in an empty parking lot.

Perhaps something like Forza Horizon (I think it’s this one) might be a good start - if there’s a way to roam freely without other cars on the road you can get used to driving a ‘slow’ car around, slowing for junctions etc. Perhaps you could try finding a solo mode or something.

Automobolista 2 is right there as well. BeamNG is the most realistic in terms of the physics of the car. The weight and everything.

BeamNG (only one with decent biting point for manual etc) There is specifically a learn to drive game that is UK based but it's very much early access and not sure it will ever be finished.
