There were smaller kids on our snorkeling cruise, around 7-8 though. And they needed help some to get in the boat and get to the boat at times in the open water. But 3 and under, I would not recommend unless you already have them trained to use (and probably bring) their snorkeling gear. The reef snorkeling was a good swim, several hundred yards, we also did the shark and turtle excursions (awesome) and those were less strenuous. The boat ride both ways is an hour and a bit bumpy. One parent may need to stay in the boat with a really small one, can't see how you'd be able to snorkel and keep and eye on a little one like that.
