We've been out twice on the small boat with the cover. It was an excellent choice for us. Bear in mind if you have back problems or anything of that nature, the ride can be rough and bumpy when they're speeding to catch up with the whales. That can't be helped, it's just because it's a small boat going across big waves. But overall, the small boat with the cover on it is a perfect way to see the whales. We've done that last year and this year and were thrilled with it. The smaller boats can get closer to the whales without disturbing them.

Ask the whale watch people directly. As I recall the pick up spot is on the general marina next to the only Starbucks.
