I am actually a lawyer and I know this "area" of the law is changing rapidly so ... while you can't "bank on" their answer, I would call the local Corp of Engineers office and ask and write down their name. While this will not serve as a true defense, might make it less likely for anyone to hammer you.

Yes. There are several boat launches with lots of parking especially where we were by spillway. I may have a photo to add to trip advisor. Thought I put one on of launch area
