You can go to the City of Phoenix website and check on their parks hours which states that City parks are open 365 days a year. There are restricted services on City recognized holidays.

I am thinking of visiting Dobbins Lookout when I come to Arizona in September. After reading the reviews I see that the road is twisty and winding. My concern is that I am from Illinois where it is pretty much flat land. How is the trip back down the mountain?

It is perfectly safe. I'm from flat Illinois also! Just drive slowly and carefully
