We are coming in May and would like to see a Saguaro cactus. We don't really want to hike 2 miles to do it. Can you see any on the way up or while on the top?

There are saguaros everywhere. No need to go here to see them.
You can go to the City of Phoenix website and check on their parks hours which states that City parks are open 365 days a year. There are restricted services on City recognized holidays.
I am thinking of visiting Dobbins Lookout when I come to Arizona in September. After reading the reviews I see that the road is twisty and winding. My concern is that I am from Illinois where it is pretty much flat land. How is the trip back down the mountain?

It is perfectly safe. I'm from flat Illinois also! Just drive slowly and carefully
