Not all the cliff walk is wheelchair accessible however, in fact some parts of it are not suitable unless you are quite sure footed/nimble. Enjoy the cliff walk, it is beautiful.
How much time does it take to walk the Cliff Walk? Is it difficult to catch the shuttle to come back to starting point? Or is it just best to walk the street on the way back?

Not really. There are so many steps up and down throughout the walk that you would be picking up your stroller continually. Most people with young children will have backpacks to make the Cliff Walk. That seems to work the best for everybody. I have seen a few strollers and they struggled the whole way.
