While I didn't recall seeing dogs, it does seem like a good park for walking a dog. It is really 2+ mile walking/biking trail that goes down both sides of the innercoastal waterway. I checked the city website and it does list dog clean-up stations (I don't recall seeing them so I don't know where). The north end right in Venice by the old train station connects right too the Legacy Trail that goes all the way to Sarasota.
