The Pena Palace in Sintra requires a lot of walking (can take the bus for few extra Euros up to the palace itself from the entrance) and is mainly architecture- in my view, is more for older children/adults. We did see young children on the visit, not sure how much they were enjoying it! The town itself is mainly shopping and small cafes.
