Yes, you can enter while it is raining, however ONLY if there isn't any lighting within a certain mile radius (lightning conducts better underground than above it). It was actually lightly raining when we toured Marvel Cave, and it wasn't stopped because of lighting, but we were only allowed to walk half the tour because of flooding due to excessive rains.
