The Southwest Monsoon or Habagat will bring rains over the extreme northern Luzon within the next 24 hours, PAGASA said Sunday in a forecast. Batanes, Babuyan Islands, Ilocos Norte, and Ilocos Sur will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to Habagat.
