Neither are cardinals. Wilton Gregory is Archbishop Emeritus (I.e. retired Archbishop) of Washington is a cardinal elector, according to the Vatican's online dashboard of the College of Cardinals.

The scandal prompted the then-D.C. Archbishop, Cardinal Donald Wuerl, to be replaced with Cardinal Gregory Wilton in 2019. Wilton stepped down in January, with McElroy appointed in March.
