JULIA Gillard has condemned as an unimaginably "low act" the brutal assault of a 10-year-old flood survivor who lost his mother and brother during Toowoomba's devastating inland tsunami.
Jordan Rice, his brother Blake and mother Donna were driving through Toowoomba on January 10, 2011 when their car was swamped by floodwaters. Jordan insisted rescuers pull his brother to safety first.
