Parris also blames the state's decarceration policies for much of the current public safety crisis. "A significant portion of that population is homeless because they were let out of prison," he said.

"What I want to do is give them free fentanyl. That's what I want to do," Mayor R. Rex Parris said at the February meeting. "Do what?" an audience member addressing city officials replied.
