The latest outlook from the National Weather Service gave 75% of the Red River reaching minor flood stage this spring.
The emergency designation comes as Shasta County, Redding, Anderson, Shasta Lake andsurrounding communities continue to respond to flooding in numerous areas and are bracing for more rain.
