A state of emergency has been declared in Kentucky following heavy rainfall and flash flooding in the state over the weekend.

California has sent a strike team to Kentucky to assist with the ongoing response and recovery efforts following severe weather that has led to more than a dozen deaths.

More than 100 million Americans were under alerts Sunday for flooding, mudslides, snow and strong winds as dangerous winter weather left tens of thousands without power throughout the South and contributed at least eight deaths in Kentucky.

Cornett said the southern coalfields would get a break from the heavy rain as the system moved north but a second system is expected to come into the state between 4 a.m. and 6 a.m. Sunday dumping more rain over the flooded areas.

Kentucky Gov. Andy Beshear said all of the state's 120 counties were impacted by the storm. "The biggest challenge of this event is it's everywhere."

Officials said they are bracing for more wind, sleet and snow.
