Adults living in the U.S. illegally will be excluded from a state-run health care program under an overall budget deal that the closely divided Minnesota Legislature convened to pass in a special session Monday.

A bill approved early Tuesday raises the tax on retail marijuana sales from 10% to 15%. It also repeals language requiring the state to share revenue with local governments.
The change is expected to save the state around $57 million in the next two years, according to a health and human services budget spreadsheet.
