SEATTLE — A bystander shot and killed a gunman who shot two young men outside a downtown Seattle hotel Wednesday night, according to the Seattle Police Department (SPD).

The Seattle City Council passed new rules in February allowing officers to use weapons like tear gas, pepper spray and blast balls to manage crowds. Those rules were put to the test Saturday.
