STATEN ISLAND, N.Y. — An NYPD detective is accused of attempting to assault a victim and stealing a cell phone in domestic incidents on Staten Island. Det. Douglas MacEwen, 42, a 19-year veteran of the NYPD, was arrested for alleged incidents that occurred on consecutive days on the East Shore, according to criminal complaints.

Denise Owens was in the street, walking against traffic on the westbound lane of Hylan Blvd. in New Dorp about 10:30 p.m. Wednesday, when she was struck by the car, cops said.

An off-duty New York City employee was arrested Monday afternoon, according to the NYPD. Michael Ibrahim, 41, was taken into custody around 3:30 p.m. Ibrahim is employed as an NYPD traffic agent, police say.
